A "Gang" would inserting themselves into a gang warfare but an individual or civilian can disguise himself, by claiming to be a member of a gang that is not involved in a war in or with the area he lives in, and therefore no way to be confirmed or denied if he is a member of that gang or not, therefore he may get away with being considered a gang member even though he has no gang!
