This is a personal opinion and coming from a Chinese dood. The opening to the original Dragon Ball, Makafushigi Adventure! sounds extremely Asian/Chinese and I personally feel like that was the idea. Goku is based off of the Chinese character Sun Wukong the Monkey King. So if you felt it was off-beat, it's probably due to that reason but again, personal opinion.
Vegeta's likely "in the background" because he wasn't something Toriyama thought about. He didn't know why people loved him and he just saw him when making the story as a plot device to "get from Point A to Point B". That's literally the only reason he kept him around. Because he just made stuff happen pretty much.
Just because you don't like the Great Saiyaman suit doesn't mean it's bad, because you don't know about Japanese popular culture is a separate issue (Kamen Rider/Super Sentai)
