Hello! One can certainly develop cognition through plays. You can change the car driving example used in the taxonomy to that of a play and understand how one can improve cognition by firstly following what was instructed to then improvising during the play. I suggest you do that. You'll easily observe how each level can pan out and help one develop their cognition.
