Of course they are "canon"... Stuff can't just be made up and then say it didn't happen like it was someone's dream or whatever. What happens happens when it's official... Stop pretending.
OVAs are typically never canon, HOWEVER in Boku no Hero they do add a little bit to the world building and usually based on something that is canon. The reason OVAs aren't canon is that they can explore things like exaggerating power levels of characters beyond the realm of the canon story arc. OVAs make things fun and silly without breaking the world or they can wrap up a story quickly that is supposed to last longer but the Anime was dropped due to underfunding. OVAs have their place in world building and getting to explore character ideas. Like the Froppy filler episode, they can explore a throwaway line from the Manga. They are for people who enjoy the show and want to see more, even if it isn't canon.
being not canon means that it did not take place in the manga, when it says that it means more often than not, non canon events that are in the anime will not be referenced, mentioned or have any impact on any other events in the anime...this is why they are called not canon. why you want to say they are so bad is confusing and makes no sense, i mean nobody is stopping you from watching them, i did...enjoyed them...doesnt mean they are canon

The OVAs are not canon and are just bonus stories created for the anime only. For this particular OVA though, the beginning part showing a part of Tsuyu’s life before U.A. Is canon though.
MADJOE, when people say non canon in the anime community, that usually means that it was not in the manga. What effect this usually has on anime adaptations is that they will become specials called 'ova's This means they are completely separate form the regular series and will almost never be referenced by the show or characters in later series. This does not mean you cant watch them or that they will not be good. It just means the events that take place in OVA's are usually completely self contained and do not change character progression or plot in the actual series, hope this clear things up
OVAs are usually considered not canon because they are original material for the anime only. But OVAs in My Hero Academy are canon along with the Vigilante Spinoff manga series, and the movies. Because Horikoshi himself has created them himself or signed off on them after reviewing it... Horikoshi has stated several times that there are lots of things he wants to add to My Hero Academia but never has the chance to because of the flow of the Anime and manga. Hes extremely strict on when he applies things. He has also said he likes the spinoffs and OVas because they allow him to expand on the MHA universe

The question you're trying to ask is, basically, "Are the OVA's canon?" Meaning of Canon: "Another word for official. Used quite often in fan fiction to differentiate between the official storyline in which the fan fiction is based on." -urbandictionary Stories that are created by the author himself are considered canon. Anything else that isn't acknowledged by the author as part of their story is considered non-canon.

I don’t think that the O.V.A’s actually happen or at least not in the universe that MHA takes place in (which I’ll explain later in my comment). I think it just takes place after the sports festival and during the time frame that season 2 takes place in but to my knowledge it’s never mentioned in the actual series after the episode. If you believe in the multiverse theory then you could think of it as the O.V.A’s taking place a separate universe or AU where everything is the same except the situations taking place in the O.V.A’s actually happened.

The season 3 trailer/PV is out, but it's only 45 seconds long and doesn't show much so don't bother reacting to it. You should check it out in your own time if you ever feel like it though, there aren't any spoilers in it. Also, no, the OVAs are not canon. There is also a movie coming out next year which isn't canon either, just kinda like filler content. They sometimes take place in the middle of a season, or after a season, but most of the time it doesn't matter when they actually take place because they don't contribute anything important to the story. They're just extra bonus episodes that sometimes come bundled with manga or DVD/Blu-Ray releases. 'OVA' pretty much means an episode that didn't air on TV. And they DO happen, but like I said, they don't change the story or contain anything important.
