I know this is a very uncommon question, but I'm suffering a bit. I'm reading the power broker and it discuss how Robert moses would float or capitalize on bonds that were given for the building of the triborough bridge. I simple can't wrap my head around what he was doing. I think I understand, but it's confusing and the book doesn't bother explaining the concepts. Maybe someone in the comments knows.
