That white on the rubrail is the chalk from the above oxidation running down.

You are the second person to tell me that. I ended up using a non skid deck cleaner that worked great. It also left a non skid wax coating on it. But was expensive... thanks for watching. Please subscribe to my channel if you like it. I have many more videos coming out.
