Transphobia is all about enforcing strict gender norms, which can lead to hate and discrimination against anyone who doesn't fit those molds, even cis women who don't look or act "typically" feminine. When people hold these narrow views, they can be hostile towards anyone who doesn't conform, whether they're trans or not. So, cis women who present differently can end up facing the same kind of prejudice just because they don't fit the traditional image.
