Brandon Schulz it's in the London Transport Museum and it's on the bottom floor not near the other simulators. There are simulators for 1996 Stock trains but this one is in isolation for some reason. So if you find the other simulators, you are gonna want to walk around the ramp and then walk to the end of the corridor and you'll find this simulator at the end.
