Yes. D3052 is one example; done as a special model by Bachmann for Model Rail.

Quick spin-off question - when you want to use a recycled decoder, but you have forgotten what it was set to - is there any way of a forced reset to 03?

You write the value of 8 to CV8 - universal reset across all NMRA standard decoders.
