Okay they did actually talk about how they found Dimitri's part. Or rather, they looked into who the local Paris member of the Klaww gang is by calling in some favors. As for the disguise and Murry lowering thing, i often like to think of it as a mix of the Clark Kent element in that she couldn't believe he was there until given irrefutable proof, and frankly that room is not very well lit. Which is not uncommon for a ballroom or a dance like this.
Fun fact: Neyla was orginally set up to be Rajan's daughter but it was an idea that was scrapped. It also makes sense considering if you listen to her theme it's very similar to the Ep 2 and Ep 3.

24:40 To be fair, diamond-tipped saws blades are _extremely_ common, and these gems appear to be rubies, a form of corundum, which is the second-hardest gem after diamonds and able to cut through metals including steel, titanium, tungsten, and chrome. Since Clockwerk's body is theoretically capable of rusting (since part of the Hate Chip's use is to keep the body from rusting) that means his body is made specifically of iron, which corundum is easily hard enough to cut through.

I know this video is almost a year old, but i experimened with the game and found out that depending on the amount of hp you have before the dance, that counts how many moves you can mess up i found that if you have low hp you have very few mistakes you can make. Edit : I almost forgot that you can see neyla in her police uniform taking a picture of sly and carmalita after their dance. Neyla is positioned behind rajan's chair. You can see her just standing their. You will be able to see her when carmalita sees the flower sly left her with.
So while the sound part is still a plot hole, using gems in power tools isn't. In particular rubies, saphires, and diamonds are pretty common. Usually very small pieces (often created artificially) that are mixed or pressed into something else. Rather than a saw I would expect a grinder here though. As for why, well... I think it's pretty common knowledge how hard diamonds are. Rubies and saphires are also quite hard as well as a few other gems.
