That's usually how it works. That's why they did the search warrant, investigated for a year and presented it to a grand jury to see if they have a decent case to present to an actual jury. Of course the bar to prove guilt is difficult for a grand jury and an actual jury. Grand jury you just need to have likely committed the crime. A real jury you need to be convicted beyond a reasonable doubt.
