Clearly didn't pay attention to the talk. You are supposed to learn in a TED talk. He was talking about how in different cultures there already are men who wear skirts, such as in Ireland, India, Pakistan, etc (also, I'd add Hawaii!), and how there's nothing inherent about an attire that goes with biology. It's about culture, as gender is a social construct. If society accepts it, then it's OK, by definition (that's what a social construct means), but there's is nothing inherently right or wrong in these choices. They simply are that: Choices. You personally might not accept it and might not make that particular choice, but others can and there's absolutely nothing that is wrong with that.
Would you like it if a man told you to put on a dress and get in the kitchen? (It isn't a turn on to see a woman in pants) You realize this occurred in the 50's!
