The closest we came was in the early 80`s when a malfunctioning Russian early warning radar reported dozens of incoming targets. The radar operator disobeyed orders to report it to the launch control network and went with his gut instinct that the equipment was faulty. If anyone wonders why Syria (not a nuclear power) is on the list of targets, consider the Russian naval facility in Tartus. The proposal of Roger Fisher is actually quite brilliant, and the Pentagon's response to it all too telling.
@Dank-gb6jn
@Dank-gb6jn 3 года назад
Fisher’s proposal was just an example of “well I’m not man enough to make the decision so I want to restrain someone who *is* man enough”. I’d rather it be the way it is, where all the president has to do is read off the auth. codes and let fly what we must let fly. Independent units in the field would be a *little* nerve wracking, but I’d be game. We have our nukes for a reason, and they’re here to stay hopefully; they give me more security than most things do right now. The guy who has the say so of WHEN to use them is a different story though.
@sirmeowthelibrarycat
@sirmeowthelibrarycat 3 года назад
@@Dank-gb6jn 🤔 Your ‘security’ is a chimera. While the rest of humanity lives under a 24/7 threat of annihilation, proxy wars are being played out in other countries such as Iraq, Syria and Yemen. What do you imagine would happen if an ‘incident’ occurred that involved the death or deaths of personnel from the Other power? Collateral damage or friendly fire, both have already happened on more than one occasion. Perhaps a polite message in the diplomatic bag would calm things down?
@Lowmanification
@Lowmanification 3 года назад
Eh, Fisher's proposal has quite a few flaws in it, the most glaring being that a nuke could hit the white house in the time it took to retrieve and enter the codes. It also ignores the entire point of MAD, which is that there needs to be a serious risk of retaliation in order for it to work. The more likely it is that the president may not be willing to push the button, the bolder an enemy may feel in launching a nuke. That is the trickiest part about it, you want it to be relatively easy to retaliate but also secure enough to prevent accidentally responding to a false alarm. Thankfully despite some close calls we have had cool enough heads in power to avoid an accidental firing.
@ramdelosreyes5632
@ramdelosreyes5632 2 года назад
Fisher's garbage idea is just full of childish ignorance, I can't believe it actually came from an adult. His "proposal" basically appeals to the goodness/morality of people, which will only affect good-natured leaders (who ironically, are more likely to use the nukes as a defensive strategy). If you genuinely believe that Hitler, Stalin or Mao would "think twice" to butcher a person in order to control some powerful nukes, then I'm sorry sweetie but go play some more video games and wait a couple more decades until hopefully, you're mature enough to join the grownup table.
@efulmer8675
@efulmer8675 2 года назад
@@ramdelosreyes5632 But have any of them killed someone with their own hands? This is the point of Fisher's proposal - that if you have to do it yourself, and in one of the most gruesome ways possible, then you would be less likely to do it.

Now that nukes exist, we need policies which disincentivize their use. MAD is, for all of its obvious faults, a pretty good one. At least with it the madman willing to fire a nuke has to reckon with the fact that they are sealing their own fate in the process. Fun fact! One of the key command nodes for distributing a launch order is the STRATCOM Command Center (formerly SAC - pronounced "sack" for the North England linguistically impaired) buried under the front lawn of the old SAC Headquarters building, at Offutt Air Force Base, just south of Omaha, Nebraska. A bit further to the south of the base is a very large cattle carcass rendering plant, so, when the wind is just right, which is a lot of the time, that bunker with its nuclear button frequently has the aroma of death swirling about it. . .

The fact is that it can take less than 15 minutes for a missile to move from one side of Earth to the other. Additionally, even if a lauch is seen immediately, it can take minutes to make it up the chain of command to the leader who needs to make the decision. After that, it can take a few minutes for the order to be sent and authenticated. In the case of a retaliatory strike, it also takes a couple minutes for missile operators to finish launch procedures. In the time between launch and counter launch, hesitation can completely remove the option to retaliate. I don't know if nuclear strike is justifiable in the modern world regardless of who shoots first. But if you want the option, unilateral authority is the only option.

Gotta say I hate that 'Bonus Fact' for failing to actually go over WHY this is a bad thing. The whole idea is that you need to be able to do this quickly should the unthinkable happen, however if that suggestion is implicmented you would have to deal with the time to hack him open, the person's survival instinct kicking in making it neccesary to bodily hold him down and lengthening the time taken, fumble around inside the person's chest cavity for an unknown amount of time and more. In this time, any launched missiles have likely hit their targets. Yes, this idea has the potential to limit or eliminate a 'mutual annihilation' scenario, but at the expense of making a one sided strike MORE likely because there's less of a chance of repercussions. For those who don't know (or would simply enjoy a refresher), War generally occurs not because of insane psychopathic dictators but because what might be gained from the conflict is greater than what might lost. As a historical example, there have likely been a great many wars both big and small fought because of a lack of food. Before recent industrial advances, you could easy see a lean season that results in a food shortage in one country. Even if other countries don't have much food to spare, the first country might still go to war simply because even if they lose, they still end up with less mouths to feed and might gain something from the war such as resources or land. The idea may horrific today, but there is something to be said practicality, a concept known as 'cold calculus' I do believe. Thus there is the Total War doctrine, which originated during the civil war with Sherman. Sherman believed in 'hard war, easy peace' and did not hold back like the more 'chivalrous' wars of europe that were more about earning some glory on the battlefield. Though he didn't deliberately inflict as much damage as possible or target civilians directly (I think), he didn't shy away from collateral damage in the belief that if war was horrific there would be more pressure to sue for peace. In this regard, the South actually suffered for Lincoln's assassination, not just in the resentment it stirred but from the fact that Lincoln himself favors an 'easy peace' that wouldn't see heavy burdens placed on the south. This doctrine also directly influences the idea of 'Mutually Assured Destruction' - after all, I think we can all agree no one in their right mind would actually start a nuclear war, since no matter who they are they would lose just about everything.

You gotta give the guy some credit for coming up with the idea before the "Saw" movies made it cool.

Ok, so with Iran, North Korea and Syria, that many targets may well actually reach a level of overkill that is insane, given the size of the countries in question. Also some real concerns of warhead fratricide have to be taken into consideration.
@jonnunn4196
@jonnunn4196 3 года назад
They did consider the fratricide possibility - which is why they aren't higher. But the 2 to 3 X number of real targets for each country is on purpose, in case some get shot down by a future missile defense system, others get thru.
