“Get me low like a basement” is a shoutout to lyrics from Oli’s wife’s song called “Piano.” And I also highly suspect this is Limousine. Billie Eilish could be on the song but the band recently called it a rumor. Might’ve been a joke though.

It can either be a limousine or a track that will play after the limousine, which itself will be an introduction to that track (like itch for the cure before kingslayer). This would explain why Limousine didn't had a caption that it containes a feat while being introduced on Cardiff, even though it will (probably) have Billie Eilish on it. Top 10 statues for example had that obvious caption - "feat. ???". That's my theory, but idk
