Well the person filming wasn’t in a position to be able to help the kid all that much. It would be dangerous for them to try to use their car to shoo the Turkey away (oncoming cars) and it also seems like they didn’t have a spot to get out of the car and help.

Correct, same as any other interaction with an authority figure - if you think that you are in the right then just go with it and take them to court later. You can tell the poor cat was asking for help by how it was blinking. Trying to do the usual slow blink, which typically a show of friendliness and calm emotion.
