Hi nice video. Is it allowed to have drone footage at Bruges center? If yes any procedure?

You should have A1/A3 drone pilot licence and registered yourself as UAS Operator in Europe in order to fly drone. Also fly only in take off permitted zones. In Brugge there was no restrictions to fly. Some areas you should unlock fly options. Drone under 249 grams are exempted from A1/A2 license but drone and operator should be registered
