I think it’s a reference to Omniscient reader’s viewpoint and constellations are like Gods or higher beings in that universe which comment on things the characters are doing. The constellations are sorta watching the main cast of ORV like a live stream (so when it says e.g constellation secretive Plotter is smiling, it’s like a comment that they convey to the characters and readers).
