Yes, that is true. He was born in Lumbini. He was a Hindu king before attaining Enlightnment. Anyways this is an Anime, which the story is also based on that, but since India is the bigger land, a lot of people believe that Lumbini is in India, which is understadable, so no need to get offended about it. It's not like even Lord Buddha's character is right in this Anime. It's still enjoyable nonetheless.

However, if we were going for narrative consistency, Humans may have sent Laozi, since The Dao would be unstoppable, just as one being Above Heaven and Earth is similar. I would say that Laozi would likely have a Volundr which converts momentum into damage.
