I feel like on the final draft, each Captain should be given 1 chance to steal someone. Imagine the Dons listing the groups, and Martin's like.. "I will steal Queenie from Vito's group."... But then Clark's all like "I will steal Yuno, we need a hacker, and I'll take care of him my don."... and Marty already used his steal so he can't steal Yuno back 😂.
I just hope Sakura is able to convince her sister(Catharina) to join, if she gets her Lang will love her more now that Yuno is going to be dead for a few months. Just imagine the Lang pettiness levels if he is able to steal Hades(Ray) main hacker for a third time.

The simple answer is that Crocc is a top tier roleplayer and is fanning the flames because it's interesting. He doesn't want to keep the status quo OOC, so he is fighting against everyone IC to keep it because that causes more friction.
