The story I was given by someone knowledgeable was that someone found it in an attic in a home in Detroit, recognized the subject material, and donated it to the Windsor archives. I'm also told that it is not known who actually shot the film or why.

This was probably a news reel company that made this remember this the 1929 and no tv or limited radio so people got the news in theatres
