This is a great kit. Yes, the decals come with the kit, and just so you know, I still mess up my kits. It will get frustrating but keep at it. This is why I do this channel, to share the hobby, show people that they can do it and hopefully to help others learn from my mistakes. Good luck, have fun and welcome to the hobby.

Let it sit in warm water for around 30 seconds. Take it out and put it on a paper towel for a little while longer and check it. It should start to release from the backing paper soon after. With cold water the process takes longer for the decals to release.

I just use water. But after I will use some Tamiya Airbrush Cleaner just to give an extra clean.

Yes

By sanding the car prior to primer it gives the primer more surface to adhere to which in turn lets to paint stick better to the car. Not a necessary step but just gives the primer more bite to the car. Another benefit to sanding the car is you can remove minor surface imperfections that you sometimes cannot see.

To answer your question I say build what you like. If you like them both, build them both. Myself, I am a Porsche fan.
