I think the author of the One Piece World never talks about the fact that the Yonkos are very powerful and have a lot of influence in the world of One Piece. It is not impossible for them to acquire the Rokushiki martial art (at least part of it) in order to train their crews. And depending on the talent of the person, it is not impossible to create different variations from these techniques. Bullet as a former member of the Roger Pirates should have access to a certain amount of information. So the fact that he flies like that shouldn't be a surprise. Geppo and Soru. Any time you see something like that think of those 2 techniques. After all, these Yonkos have ruled part of the New World for decades.
