I honestly don't think any other ultra monster themselves has more powers than Bulton. The only thing that would have more would probably be the Ultras themselves.
Interestingly enough, after Bullton’s defeat in ultraman Z series, a rift in space was left behind, allowing Greeza to materialise and attack Earth. After Greeza managed to defeat Z and Geed, Yuka Ohta theorised that beings capable of manipulating the fabric of space and time like Bullton were required for the universe to maintain its integrity. Bullton's defeat had torn the fabric of space, and the resultant rift needed to be repaired to stop Greeza’s attack. The series basically tied Bullton & Greeza's existence together as space anomalies.
