Actually it was Sort of Explained in the Movie... in the Movie the Second he finds the "New Bumble Bee", he scans it then starts KICKING it for being a lesser Copy. Whos to say he didnt copy any of the Abilities the "NEW BUMBLE BEE" had.

Because that's not the way cybertronian biology works, from the moment they are born as a protoform, that is who they are, they already have their basic physical features, genetic CNA abilities, and integrated weapon platforms, so outside of scanning alt modes, nothing else happens, they will gain the physical features to a degree of what vehicle they scan, but it will not change their CNA or biological functions, this is just Michael Bay being Michael Bay.

Bayverse is just patchy. Sucks they just pull random abilites out of their asses. But I heard they did this to be able to sell a bumblebee toy with re attachable limbs.
