I adore this song. He's simply saying that the Apostle of Christ was a dreadlocked Rasta of Ethiopia(H.I.M Haile Selassie I), and (obviously) Jesus wasn't bald. 'Bald' meaning "without dreadlocks". Any true Rastafarian would call you bald if you do not have dreadlocks. It's as simple as that.

But all I know is that in Rastafarism they do believe in the Old Testament, Ethiopia which is Zion is the name for all Africa and that Haile Selassie is a direct descedant of David, Solomon and Joseph who wa sthe father of Jesus....
