Yes, it's one of the recent finds. It does work on most burning laps but not on every single one. (you just have to crash once near red wall so it moves red wall even further, allowing you doing drift circles which charges your boost bar)
your car spawns before start line, because of that you can load your boost at the back and get full speed start. It works with few other burning laps too!
