It was other way around. Busta wrote his verse first and after Em sent his, he rewrote his. At least that's what Busta said in one of his interviews.

Je Zeus it went both ways. Busta wrote 2 16 bar verses. Em gave him around a 40 bar verse, so Busta went back and rewrote a 50 bar, only for Em to add to his a little more cuz he felt his energy didn't match Busta's.

I like how they could've kept at it, but Busta basically said "okay, this is getting too long; I still need to be able to put this on my album." Busta Rhymes, Dr. Dre (though Em co-writes his verses), Royce, and the other members of D12 seem to be the ones who manage to not get completely out-shined on a track featuring Em the best. Maybe Tech N9ne or Kendrick but they've only done one song each with Em.
