You can parry photons with greataxe, the heavy has higher penetration and therefore cannot be parried. If you try with a regular swing, it will block

Photons can be partied by katana the axe tactical knife and spear I think

Erm actually, when Photon Blades first released they WERE blockackle, and errm yes, the Tact Knife was able to block them 🤓
