It probably can but it is just a decade counter. On my video. I limit it to just 6 outputs. On your pwm signal, it will depend on what frequency and what on time you have if it will work.
@@circuitdesolator actually, my car vss speed sensor outputs 5 v square wave signa, 5 v to 0 volt. The more the wheel is rotated, the frequency of vss is increasing. That means say in 1 minute, there are 20 5 v pulses. As speed reached at 20 kmph, there are about 1000 5 v pulses in 1 minute, just example only. So, I want this vss signal to activate a relay after reaching some frequency 5 v pulses say 1000 pulses at speed 20 kmph.
I see thang tons. Based on your requirements, this circuit wont be helpful. An arduino should be the best approach for makers. But you need to know programming on that one.
