I had a philosophy/spiritual teacher in the 70's who was part of a group that had semi-monthly dinners with Tesla in the mid 30's. He related that the dinners were at a 'Tesla lab' in which a 15x6x12" slab of 'dark metal' was suspended above the floor and on which Tesla served the meals and where they all conversed. He had been given the trust of storing a group of documents in his safe on his upstate NY farm. Shortly after Tesla passed, the FBI came to his door and demanded that the documents be given over to them, which was done...never to be seen again. This man was a refined gentleman, polished, widely traveled and respected in the upper crust circles of NYC so I take him at his word.

The CIA document explains the physics very briefly. The blacked out portion may just have been information about people, but it's not really relevant. The document explains the same thing as mainstream science explains, the electric field is derived from the scalar (Phi) and vector potential (A). The magnetic field is also dependant of the vector potential (A). The scalar wave would be simply a solution where A and Phi vary while E=0 and B=0.

Some "conspiracy theories" (a phrase coined by propagandists to belittle anything other than the official line) are conspiracy fact. This would be one. As to all the nutty stuff (flat Earth, etc.) a fair amount is misdirection. Over the last century mass persuasion was been refined to a science.
