Actual and Mistaken Title: Caillou Turned Into A Bird/Gets Ungrounded/Rosie And The Troublemakers Gets Ungrounded (Subtitled). As of February 18, 2018, it was supposed to be Caillou Turned Into A Bird/Gets Ungrounded/Rosie And The Troublemakers Gets Grounded (Subtitled). Thanks to the one that actually fixed it for me.

Episode 21: Caillou sneaks out of the house to have fun. Rosie starts to misbehave with Little Bill and Greg by stealing food. And they get caught by Boris. Caillou decides to be a bird, and he finds a robot and goes to the laboratory. But there nothing to turn him into a bird. But he can use as costume to fly like a bird. Now he flies as Boris ungrounded him for flying like a bird. After he gets ungrounded, Rosie, Little Bill and Greg get grounded by each of their parents and guardian. Caillou sees snow and goes back home.
