making them go sideways prevents them from taking off. These horses know their job and they are really hot, so they want to run as soon as they know it's their turn to go.. so turning them sideways will help keeping them from running.
Typically, the rider doesn't make the horse go sideways, the horse will do it on its own in anticipation for the run while the rider is holding them back to line up. If you don't line up properly for your first barrel you've pretty much lost the race.
