Can we require lawmakers to receive an IRS audit every year they’re in office? Almost feels like it’s easier for them to make it harder to ride an ebike than for the city to build safer cycling infrastructure. It wouldn’t be far fetched to think that there’s an interest in saving the city millions of dollars in development.

I don't think people who don't own an e-bike should have a say on governing them, at least if they aren't bringing that same energy to regular biking laws. E-bikes have to abide the same laws as bicycles, the only difference is e-bikes can go faster but still not as fast as a car or motorcycle. I didn't see this energy for legislating hoverboards or segways. European countries actually make laws helping people who ride bikes, not restricting kids from being able to ride them

Rich people in nice areas in California seem to screw things up for those I've seen in poor areas that ride these bikes on sidewalks to avoid dangerous traffic. Then again California is a state that try any means necessary to get revenue on these bikes. Time to leave California folks.

Unfortunately people are killed on normal bikes as well it’s the risk we all take. If it would be 50+ deaths a year within our state then I could see us needing to move in that direction but most people who e-bike are competent. This is exactly why we are hemorrhaging people who are leaving our state… and no they are not just republicans. Useless way to spend our elected officials time. Meanwhile fentanyl and people sleeping on the streets hasn’t been addressed smh

In the 70's in California you had to register your bike and physically stamp a serial number onto the bottom bracket and place a sticker on the frame. Are we returning to that level of craziness? Hope not. Maybe it makes sense to require a test for people who don't have a drivers license. You should know what the laws are. It's not clear what our politicians are trying to solve beyond just reducing the number of e-bikes on the road. If accidents really are a problem then enforce the existing laws. Also, pass the stop is yield law so people don't get ticketed for being safer.

Bike licenses have never worked, and that will not change. The issue of "we can't stop hitting cyclists with our cars" can't and shouldn't be solved by preventing a better mode of urban transportation on every measurable level to flourish. Our infrastructure and rules of the road need to change. Laws that govern cars from crashing into each other were never designed to keep cyclists safe, and in some cases put them in far more danger than necessary. One can look to most sensible developed countries for examples on how to handle better urban planning. I think the real question here should be "why does one license, given out at age 16, cover motorists in all vehicles"? A teenager, or an adult with the emotional development of one, or a geriatric, can all drive a starter car, a 1000 horsepower super car, or a 4-ton truck with zero visibility and terrible driving dynamics, all under the same license with zero additional training. That makes no sense.

No real difference between e-bike and regular bicycle. Both are dangerous. Getting hit by a car on either one is no bueno. It should be up to the parents whether they believe their kid is responsible enough to ride either one 🤷‍♂️

This is a dumb bill. We have laws already: they just are not being complied with! They should focus on the faster e-bike that are more dangerous to riders and up the incentive for registering and licensing those for mopeds which require a motorcycle license already, because ebikes that can go as fast as current laws are already around and could even go 5 or 10 miles faster (Area 13 ebikes suggested raising moped speed to 40mph) and they are mostly not currently tagged and registered. Ebikes need a vin# or serial # to be registered like cars or motorcycles, not all of the fast one have this, so manufacturers need to be required to vin# their bikes and it should be maybe made possible to put some kind of a vin# on a homemade bike or a bike that doesn't have one. Slower class 1 and 2 ebikes have fatter tires so they are safer than all pedal road bikes which have skinny tires which make it it is easier to go down (crash), and road bike riders tend to be road hogs because of it. At little bit of e-speed in the right place can also add safety. We just need to get the faster bikes registered for compliance to make sense. Don't deny kids to ride the slower classes of ebike. People need to learn to ride when they are kids. (Otherwise we will have adult dorks that can't ride) Someone should maybe make one of those e-petition drives. I should write my representatives. We just need to get the faster bikes registered for compliance to make sense and make laws effective.

The problem is that they put other people in danger, not just themselves. There's unsupervised teens riding ebikes, electric scooters at high speeds through the park, and sometimes even through the playground. If you take your little kids to the park, sometimes you have to deal with that problem. Something needs to be done. Maybe stay on the bike lanes only, idk. At minimum, they should require them to get a good insurance so they can pay for any damages or injuries they cause 2:26

If a licence is to be established for a e-bike it should be for those that is over 500 watts. 500 watts to 350 are well within the range for your average bike use. Anything past that might as well be treated as a scooter that might require a licence

Enforce this for electric scooters, too, please!!! Kids ride their scooters on sidewalks in front of outdoor shopping malls every day in California and I can’t even count how many times I’ve seen pedestrians dodge them to avoid getting hit by a 9 year old riding their scooter at 20-30 mph.

Gotta say. There are bigger problems to fix with ebike issues before we even get to this point. For example....most ebike companies keep no record of sales or registration numbers to start with. I know lectric for a fact doesn't. Because when my ebike got stolen, we got treated like suspects by the cops, due to the fact that lectric couldn't provide a proof of Sal or registration numbers. If you're gonna try to regulate my ebike, you better damn sure regulate the companies first. For you stupid people that think that sounds stupid....that's exactly what every automobile manufacturer or dealership has to do. All because it's required to regulate vehicles. So it should be necessary for something like this to be established well before ebikes are regulated by consumers. Who spend their own money to buy these. Not finance able like cars. E-bikes go over 20 mph, and some models even over 30. That's as fast and faster than most * experienced * road cyclists. But if kids, without even formal driving training/experience are racing through on streets at this speed, it's certainly a disaster waiting to happen.

It's not careless riders on e-bikes that is a concern, it's those damn Lithiun-ion batteries these e-bikes run on that catches on fire either by charging them in your house or just riding down the street where the battery decides to self destruct. They've have this serious problem in New York City were these bikes for people who use them as a means of getting around traffic in the city when doing delivery's. They have to store & recharge them in their apartments which can result in a lot of apartment fires.

If e-bikes exceed a certain power threshold, they are legally motorcycles. They require license, registration, and insurance. Why should motorcyclists bother registering and insuring their rides when the state is going to let teenagers ride unregistered electric motorcycles on bike paths and sidewalks?
