The tallest dam in the United States is the site of a major emergency response. California's Oroville Dam holds a reservoir containing 1.1 trillion gallons of water, providing water-and power-to much of the state. Recent weather events caused it to fill up way above normal capacity. Concrete in the 50-year-old dam's main spillway, designed to handle overflow, crumbled, forcing managers to use the auxiliary or emergency spillway. Water pouring from the emergency spillway caused damage to the ground below, putting that spillway at risk of collapsing and leading to an evacuation of more than 180,000 nearby residents. The situation has since stabilized and people have been told they can return home, but workers are still rushing to make repairs and shore up the dam ahead of approaching storms.
Read more about the crisis in Oroville and the state of disrepair affecting thousands of dams across the country.

CA has been waiting a long time for this drastic amount of rainfall; only to be completely unprepared for it, especially when this specific dam was warned about this a decade ago

If by a 'good portion' of its water, you mean ALL of it, you are correct. No way tens of millions of people can live in a desert, except with massively expensive water diversion programs. Water taken from the Sierra Nevada has to be PUMPED over another mountain range to get to LaLaLand; that requires massive amounts of electricity to run those pumping stations. If you thought it just flowed 'downhill' you were mistaken. There are mountains in the way!

Little bit of trivia. 1/5th of all the electrical power in California is used to pump water from where it's collected to where where it's used.

This situation is in no way stabilized - they allowed people back in more on political motivations than safety concerns. I'd get out and see what happens - sue the State for dislocation costs.

Have all your important documents and photos copied or stored with relatives or friends in another county out of flood peril. Also have a full tank of fuel every night and map an escape route and have bags packed with medical supplies and water and whatever light snacks and blankets are needed to stay in a shelter. God save you and your family from harm.

There will be some serious erosion to the overall structure from this incident. I would imagine that the earth below the emergency spillway is now completely sodden through, and this will compromise its structural integrity. Even if they rebuild the concrete spillway perfectly, the earth on the downward side of the dam has been seriously eroded. Classic case of spending a bit of money before on making sure the spillways were working fine in the event of an emergency, and now it would be funny if they had to rebuild the entire dam just because they couldn't afford to spend some money making sure that all bases were covered. Pretty sure the moral to that story is the sort of thing your parents teach you when you are about 4 years old.

Before the Dams "Shasta ,Oroville, Butte, etc " were built most of the surrounding land was flood plain. When you reclaim flood plain for building , eventually nature will take over and return things to their natural state. One can blame anyone they choose however if you buy a home on reclaimed land you should expect for something to eventually go wrong. California law insures that you know you are living on a flood plain and that you are offered flood insurance. With more money and land going to housing every year and less going to infrastructure and agriculture of course we have problems. California is a huge state. It is extremely difficult for the government to change things if the larger portion of the voters in the cities sway the vote toward inner city needs rather than rural and agro infrastructure. Then we have people at the federal level denying funds from the government because our police force has not the funding or officers to be immigration officers as well as police officers. Yes people in charge were warned that repairs needed to be made and still need to be. Where do you suggest we get the man power and money to fix everything that is broken here? We Californians have been living from pillar to post for many years now. If you have a feasible solution, let's hear it!
