All by design. They want less middle income voters and more people that are reliant on government support. The federal funding requires it. They figured out it's more profitable to get federal funding than to promote organic growth and tax revenue from within.

It sounds like a bit of an exaggeration to me to think 340,000 people are sitting around and doing nothing. Most of them have likely gotten new jobs by now. I'm sure they all have monthly bills to pay.
