The Gulf states are stable, rich countries where their citizens only form a small fraction of the population. For example, UAE nationals only form 10% of the population which is just under a million people. The 90% remaining are foreign workers. So they are vulnerable in a sense. They don’t give people citizenship even if one is born there. If they accept refugees, then what? They won’t get citizenship, they will refuse to go back if asked and then what? They will be stuck with them and could destabilise the country.

The wealthy gulf states do not give free benefits.

It's world wide. I live in Florida. The nearest city is Jacksonville. It had a small mosque for the longest time. Over 15 years ago they built a very large one that catches your eye not only because it's so large, but mosques are not something you see very often in Florida. Before almost all Muslims were American converts and of course were very peaceful. Now Muslims from all over the Middle East are making Jacksonville their home and many of the original Muslims are noticing how not so peaceful teachings are trying to change the thinking of it members. They are trying to fight it, but know they are waging a losing battle. Why? The newer ones speak in Arabic and there is a subtle separation of them and the non-Arabic speakers.
