When a rising power threatens to displace a ruling one, the most likely outcome is war. Twelve of 16 cases in which this occurred in the past 500 years ended violently. Now, a rising China is on course to collide with American interests. The ancient historian Thucydides wrote, “It was the rise of Athens and the fear that this instilled in Sparta that made war inevitable.” Graham Allison outlines this so-called "Thucydides Trap," and how we might avoid conflict between these two very different countries. Graham Allison is the Douglas Dillon Professor of Government at Harvard University where he has taught for five decades. Allison is a leading analyst of national security with special interests in nuclear weapons, Russia, China, and decision-making. Allison was the “Founding Dean” of Harvard’s John F. Kennedy School of Government, and until 2017, served as Director of its Belfer Center for Science and International Affairs which is ranked the “#1 University Affiliated Think Tank” in the world.
As Assistant Secretary of Defense in the first Clinton Administration, Dr. Allison received the Defense Department’s highest civilian award, the Defense Medal for Distinguished Public Service, for “reshaping relations with Russia, Ukraine, Belarus, and Kazakhstan to reduce the former Soviet nuclear arsenal.” This resulted in the safe return of more than 12,000 tactical nuclear weapons from the former Soviet republics and the complete elimination of more than 4,000 strategic nuclear warheads previously targeted at the United States and left in Ukraine, Kazakhstan, and Belarus when the Soviet Union disappeared.
Dr. Allison’s latest book, Destined for War: Can America and China Escape Thucydides’s Trap? (2017), is a national and international bestseller. His 2013 book, Lee Kuan Yew: The Grand Master’s Insights on China, the United States and the World, has been a bestseller in the U.S. and abroad. Nuclear Terrorism: The Ultimate Preventable Catastrophe, now in its third printing, was selected by the New York Times as one of the “100 most notable books of 2004.” Dr. Allison’s first book, Essence of Decision: Explaining the Cuban Missile Crisis (1971), ranks among the all-time bestsellers with more than 500,000 copies in print.
As “Founding Dean” of the modern Kennedy School, under his leadership, from 1977 to 1989, a small, undefined program grew twenty-fold to become a major professional school of public policy and government.
As Assistant Secretary of Defense under President Clinton and Special Advisor to the Secretary of Defense under President Reagan, he has been a member of the Secretary of Defense’s Advisory Board for every Secretary from Weinberger to Mattis. He has the sole distinction of having twice been awarded the Distinguished Public Service Medal, first by Secretary Cap Weinberger and second by Secretary Bill Perry. He has served on the Advisory Boards of the Secretary of State, Secretary of Defense, and the Director of the CIA. My idea was that people who have lived in both countries should commit themselves to the responsibility of helping with building communication and understanding between ordinary people of two sides. One American friend commented my idea as being too idealistic (or naïve?) . When I saw that the thoughts of great thinkers like Professor Allison only got about 8000 views in over half a year, I am starting to agree with my friend's comments.

Stephen Schwarzman organised a scholarship programme Schwarzman Scholars for students from each country to study in the other to help to a small extent with this. A critical mass of Informed Citizens can hold politicians to account and help reduce cultural ignorance/miss-comunication that leads to wars

I hope that these ideas are realistic. Our adherence to their principles will depend upon leaders seeing their value. One bad leader could derail everything.

Great talk, the rivalry partnership idea is great as that really is the only way we can all co-exist without going to war. Accepting both countries differences, collaborating when possible and having leaders talk level-headedly. We should learn from history and prevent a war from happening - as wars don't help anyone.

I read Mr.books on the development of the 🇨🇳 economy for the future...very informative and interesting...I think it's good the think about a new project for future,because the world is changing very quickly. There is few aspects of the War And US Government like that War = Money = Control= Power Strategy is very simple and logical US dolar is based on the oil standards not GOLD ,as long it will be like that US Government will create conflicts or partnership one or a few of them .

China invades Tibet, it claims south China sea and numerous islands, it claims Arunachal Pradesh, it claims Aksai Chin. And you say china wants equal co-existnce. It like saying Islam is a religion of peace.

The idea of a rivalry partnership sounds promising in theory, but I'm afraid the U.S. is too interested in maintaining its imperial hegemony to make an honorable agreement that doesn't heavily favor itself

In fact, it's not China's rise but US's decline that is destablising the world. I'm a Chinese. A decade ago when I travelled to US the first time, I was amazed by the open minds of Americans. I was able to find more accurate information I couldn't find in my own country about China and Asia, and I could talk to people the way I saw same things differently from American perspective. I could clearly feel China had a long way to go to catch up with US. Now in 2022, I can see there's an apparent downfall of US society. People start to have extreme difficulty in finding unbiased information about China. Most of them are negative and misleading but most people haven't even realised the problem. What makes me even more disappointed is Americans believe these information and start to hate China. There's more fear and desperation among US community and more divergence of opinions and even more violence in US society. China on the other hand made enormous amount of progress in the past decade. Although having not exceeded US in every aspect, it can rug shoulders with US in many areas, such as technology, infrastructure, economy etc. How US reacts to this reality? They decide to contain China,which is such a peaceful country always seeking coorperations, and see it as a threat. They spread hates and fears toward China along with their allies via media. They build and upgrade millitary bases in Japan and South Korea. They ignore one China policy, fund DPP in Taiwan, sell weapons to them to try to separate Taiwan from China. This is not a direction to world peace bc China probably can be slowed down but eventually will reach its full potential someday. The hates and misunderstanding between the two countries will be out of control. If US really want to be the world police or maintain this unipolar world order, it must be more creative and stop these false actions. It must start to realise the importance of culture diversity on this planet and you can't assimilate them all. US must make new policies that's compatible to this changing world and respect other countries as soon as possible instead of spreading hate and fear. I really miss the old time when Americans did not stuck in endless political fights and tried to really focus on creation,cooperation and technological advancement.

And now, if we only knew about de the Russia-Ukraine crisis. Why NATO don’t say: Ukraine will not to be part of us? Still are some others “if we only knew”.
