playing as cuba is quite easy , you have to have larger army than spainish fleet , sometimes not even because ai takes into battle like 50 fleet and 30 divisions the fact is you can declare independence at start of the game and win , but it's not profitable because you quit market and no superpower will let you in and you have small population then i recommend to stay under spanish control to 1860's or 1870's (i staying till 1870) to build your economy and attract people to your country , so you have money and then declare independence , build your army to 40 division without navy , and you should be good , like @Chumm , when you have independence and good economy UK or USA should let you into their market

Pro tip: when your standar of living is low at the start of the game(around 6-8 SOL), just put consumption taxes at grain and services. Your nation is already starving, so there is no need on improving SOL of your nation. Instead, tax your nation so that you can afford extra construction sectors to build faster. In the relatively long run (around 10-15 years) you will have way more gdp and buildings so much that SOL will get fixed by anount of workplaces you created by building a lot of things.

I legitimately thought you were going to mass export bananas to afford gun sales. Like the Japanese did with tea for factories.

Having fought independence wars as Australia a couple times, the key is always to keep them from getting a foot hold. Viva la Cuba

The reason your average SOL doesnt go up as soon as your health insurance level increases or why it goes up by 1,5 instead of 0,5 is because it increases SOL of each individual pop and not the average SOL which is calculated by taking SOL of all pops and dividing it by their number, which in the end gives completely different results
