Shion tortured and dismembered Falmuth's king, bishop, and mage (kinda forgot the details), but they were kept alive using her Ultimate Skill. Diablo was forced to rearrange their body while travelling to Falmuth so the prisoners can be witnesses of the war that Falmuth waged.

If she allow shion to evolvle, her ultimate skill will not be lord of tyranny but another sin series ultimate skill envy. What raphael meant by that is if shion got ultimate skill envy, her personality would change, thus raphael stated “she could hurt rimuru” not kill him. The lord of tyranny is the ultimate skill shion got with her own powers, thus raphael allowed it, when she overcame her insecurities amongst all the elite rimuru followers. Nope. It doesn't have anything to do with what you said, the reason Ciel sealed the Ultimate Skill is because she was afraid that Shion would use the ability to harm rimuru somewhere in the future. If you've read Volume 21 chapter 1 during the moment Shion finally got Susanoo and that if Ciel was there she would've said something along the lines 'see, that's why I sealed it to begin with' implying that the reason she sealed it was because of how potent the ability is and not because it'll evolve into the Ultimate skill for envy. Of course if you believe that you are more knowledgeable than the Wisdom god's core Ciel herself then I will no longer be able to argue with you.

Lord of tyranny is the innate power of shion that can overlap with chef. Velzard already has unique skill envy from the very beginning it was mentioned during Rimuru's first Walpurgis in the novel by Guy Crimson's inner monologue remember that no 2 similar unique skills could exist so how would Shion could manifest Envy if Velzard already have it before Shion. Besides Guy is just waiting for their Unique Skill to turn into Ultimate Skill especially the Sin series. What really Raphael is mentioned is not Shion's envy of others but her insecurities of not being worthy as Rimuru's followers aside from that her emotional turmoil is one too as Shion is easy to lose her cool she's easy to anger due to her experiencing death. What Raphael is hinting at is her death trauma. Even during the Holy Knight's battle Shion was praised by Rimuru for not killing them and remained in control of her emotion and following his order. If I'm not mistaken in the novel Shion was almost tempted to kill the Holy Knights but remained following Rimuru's order. That's why Shion asked them to stand down and show them that she's powerful enough to obliterate them. It is her way to hold herself down from killing the Knights if they had continued being stubborn they would have died there as Shion won't be able to hold her anger.

Shion changing personality is just one of the sub-effects Ciel was worried about, the true worry she has is if Shion used the ability against rimuru in the future.
Ofcourse end of volume 21 is different matter coz rimuru has accumulated enough nihility to recreate the Cardinal world tens of thousands of times but before he was sent to end of space time by feldway he is vulnerable to shion's Susanoo. I feel like if Rimuru had upgraded her ultimate and then by some freak incident Shion had ended up using her ability on rimuru that he would either just defend against it like a G and brush his shoulders off, beelzebub would absorb it, with all the crazy abilities Rimuru has there would be some sort of combination that could be combined to completely negate Shions skill or it would just have no affect to him in the first place.
As far as I know it's Gurikimaru & Gurikimaru version 2. It's only show in Anime and Manga. I'm not sure in Light Novel, if it still Gurikimaru version 2. And btw Shion's ultimate skills "Tyrant King Susanoo" have a power of Reality Manipulation. Which is more powerful than Veldora's Ultimate Skill "Faust, Lord of Investigation" that only have a power of Probability Manipulation.
Yeah, instead of upgrading susanoo, i think it was not wanting to upgrade master chef, a top level unique skill on the same level of masayuki's, into an ultimate skill, as ciel was afraid it would run out of control. She only got her skill upgraded during a tough battle near the end of the webnovel. But it is a busted skill, maybe not on the same level as rimuru's finising ultimates, (azathoth and shub niggurath if i remember correctly) but still op. Cool vid.
The full version of this is, she was the first of Rimuru’s people to be noted that could hurt him during the fight with the Seven Days. Then the reason she isn’t given stronger power is more down to her clumsy side and that if she was allowed to be stronger then their was a high chance she would accidentally kill him while killing someone else.

She didn't even fight the mad titan version of dagruel. She only 'defeated' base dagruel and that's with the help of luminous who was there to revive her and even then after that dagruel stood up like a boss and stepped up his game by increasing his aura even more. The moment he(and his brothers) transformed into the mad titan both Shion and luminous were having a hard time barely existing just from his presence alone, she ain't mad titan level.
Shr can technically do what anyone else can do as she can alter herself to accomodate new skills and fighting styles... so yeah... Mahito is nothing but the tip of what she can do...

If I'm not mistaken Veldora and Shion's Ultimate Skill are the Ultimate Skill that has the potential to bring harm to Rimuru the difference between Veldora and Shion's Ultimate Skill is that Veldora is manageable to deal with if a battle ensues between Rimuru and Veldora it's already shown in their battle during the Eastern Empire war but Shion's is a different matter. each of her attack will suck you dry while making her stronger aside from that Shion can alter the rules to her advantage even if Rimuru could deal with it. It would still bring some damage to him too before he could rewrite the damage done to him by Shion.

So she is far from killing rimuru . and I think strong guys like twelve guardians they must have at least some 0.001 probability of killing or injuring rimuru .anyways I don't think there is any reason to read too much into this detail.
It might be good to give shion an ultimate skill since the power she have will gain her even more. Despite ciel's thought that shion might kill rimuru, we can see her how shion love and deeply give her loyal to rimuru and couldn't do it to rimuru
