Now a tank does need a cannon, and while Everfrost was simply a good Prismatic choice, Liandry's Torment serves as a one-and-done damage option against a half-tanky lobby, even conferring some Health itself. Maxing out on durability and ability haste allows Lissandra to spam out her W roots, Q slows, and to do so with more free positioning than otherwise allowed, and makes using Ult on priority targets far more viable than requiring to ult herself on a squishy build.
In SR this build can function as well, I used to play it in the Jungle, but with items and champion powercreep with a focus on snowballing early, it might not exactly be optimal; it never was, either.
