You clearly misunderstand the difference between power and enforcement mechanism. They absolutely have the power to impose a legitimate legal ruling on Israel, because Israel is part of the UN. *ANY NATION THAT JOINS THE UN AGREES TO BE ACCOUNTABLE TO THE ICJ. It's literally in the UN charter.* So the ICJ has the power to impose a ruling on Israel, but not to enforce it. That enforcement is left to member states who may choose to comply or violate it. If they violate the order then they themselves are in violation. All of these things invite isolation and sanctions.

They hosted him and didn’t arrest him and all they got were strong letter of condemnation by the ICJ as the world forgot. Now suddenly they are interested in the international law.

Even if their past action was in violation of international law, that doesn't delegitimize the strength of their case. C. There is a huge difference between hosting a war criminal and 35,000 confirmed dead bodies, with over 10,000 more under rubble, and hundreds of thousands who will die from the intentional famine and lack of healthcare and shelter. D. Even if the ICJ doesn't have an army to march in there to punish people, something asinine to even consider since the very act would be antithetical to their existence... Even lacking an enforcement mechanism, those who value international relations will comply with ICJ rulings, which will create international isolation. That is the punishment; not war, but being shunned. And you can think that this is weak, but there is no alternative. Subjugation never works, humans are incapable of tolerating it.
