15:30 yes it is Angel Island. It is the past version, where the shrine was still intact. In the future, Knuckles is guarding the ruins of it. (And of course the master emerald on it)

Also regarding the washrooms in Hot Shelter, I don't believe anybody ever noticed but Amy crawls in the vents and ends up in the lady's washroom, idk about you but this seems to me like a sneaky lore by the devs how someone might've used the vents to sneak in to the lady's washroom which was then left open for Amy.
