@@bengalikitchenindia6336 He's talking about, the NPCs never get arrested. Get Punched by an NBC near a cop and the cop will only shoot you, in grand theft auto 4 they will actually arrest them instead.

In GTA III you changed the skin, NOT the clothes. Claude can change his clothes only once - at the first mission when he arrives to the first safehouse. So you need to gain a wanted level and come to the safehouse to see if changing outfit removes wanted level
They are made on the engine of gta sa but because they wanted to give a gta 3 or gta vc feeling they made it like that. They also used the same sound effects for most things. And with more improvements like you can swim in gta vcs.
No they’re not. But their engine is heavily based on both Vice city and San Andreas ones. Actually the PS2 version of VCS engine was the first version of RAGE.

You may not be able to escape the cops by changing clothes in GTA 4 and GTA 5, but if the cops haven't spotted you, and you're near a bed and sleep, cops magically disappear. xD It's a good way to get them off you're with just 1-2 stars. Good luck trying with anything higher than that. LOL
Actually in gta 5 if you press the button fast enough to change your outfit. It actually works, you just have to wait 2 minutes. Only works in a safe house
Also in GTA III you could’ve tried to get wanted level on Give Me Liberty (first mission) and went to the safehouse so you’d change from prison clothes to default clothes.

Actually you can change clothes when wanted, you just can't if there's police in the house, you can do it when no police officers are in the house, but not when there are officers in the house.
Crazy how nobody said this but as Franklin in gta v I was able to change my clothes and if I’m close to a safe house I use it to escape cops, it’s if the cops are in your house or your in the sight of the cops when u can’t change clothes
