And it should reiterate that if these are not the rules for Golan then its difficult to say why Crimea is also not subject to different rules. In fact Crimea as an autonomous Republic formerly in Russia with a heavily Russian population belongs in RU far more than Golan could belong in israel. I think you got your facts wrong. It is my understanding that the US made a deal with Iran: through a Swiss intermediary Iran told the US don't get involved in our retaliation and the US said don't hit our junk.
