So small whoops or 2 inches are the way to go for fpv

Definitely less rules for sub-250 gram drones but, as the law stands right now you still need a trained VO for any FPV flights outdoors.

Fpv laws in ca are way to strict , licensing is not even really aimed at drones , they have like killed drone flying , oh ya but Best Buy will sell you one without telling you you need to register and get licensed like why let us buy it before we do this fr waste of time

if you stay sub 250g with say a 3" frame, not really. if you get your basic license for $10, you can fly up to 25kg as long as you fly outside of restricted airspace and stay away from people, go with a spotter and you're good
