I study at a university where you get 4.0 at 93% and 3.7 at 90% 3.3 at 87% 3.0 at 83% 2.8 at 80% 2.3 at 77-79% my degree is BS in computer science. so would there be any advantage for me if I apply with low gpa according to my university? as our cgpa is the highest in my region.

I graduate with B.Sc in Enviromentale Engineering unfortunately I couldn't manage to get very good grad. I got 2.5 out of 4.0 scale, as stated by our Institute the grad 2.5 is around 74.3%, our BSc is Thesis Base. I pursue M.Sc in Chemical Engineering in different University, with preparatory Classes and Master degree courses I got 3.33 out of 4.0 scale (In this U. with 3.33 around 88.2%) .The question is: If I am applying for PhD in Ch. Eng. does it effect me the B.Sc GPA to get PhD admission?

Is this 2.35 out of 4.0? You can apply but the chances of acceptance will be a bit low, so target the universities with 600+ QS ranking for a better chance of acceptance.

No, you need to do Bachelors first, which can be 3-4 years, pass CASPER and MCAT, have amazing extra curricular activities (like helping in communities, etc.) and lastly an interview to show that you are smart, competent, and have an ambition to benefit humanity. If you get accepted, then study for 8 more years. If you survive that, you will still need to pass the Canadian job market criteria and sell your skills and pass certification examinations with high 90's for Hospitals to accept you as an employee. You cannot open your own practice unless Government allows you, and even for that you need to get licenses, and investment funds. Your net-worth matters a lot. Best of luck!
