Sometimes those who work and have get sick then can't work and don't have. Then those who did not want to work, might decide to work and then they have. Looks like they all in some testing field.
Too many people migrate before having found a job, then erect shacks without any proper planning. They choose to build in summer where they will be flooded in winter. People make choices.

This rich areas are the areas where the real owners of properties were forcefully removed. These properties are now worth millions. The real owners were never properly compensated. Nothing were rectified.
