@@features1582 it's not unfair at all. Bucky has a violent and criminal past that relied upon him being brainwashed. He has not shown to the general public, for a long enough time, that his brainwashing is no longer a factor. Sam has an all-time clean record, phenomenal character and great disposition. Sam is the better choice in grounded storytelling.
@@Whoo_Boy Bucky was Captain America before Sam was in the comics. I like Sam but love Bucky. Glad he's finally rid of the brain control he had as The Winter Soldier.

Like the other person said, Bucky has a criminal past because, as the Winter Soldier, the world would never accept him. It makes sense for Sam. "Not a perfect soldier, but a good man, says Dr. Erskine. Steve gave it to him, enough said.
