I am also imagining Magneto realizing that Captain America is actually the Austrian Painter and then saying oh crud the man who killed my family is still alive and in Caps body. Then he would probably kill Captain America in a attempt to get revenge for the deaths of his family.

Hulk and Bruce Banner are alters in a system of DID. Hulk is basically just an abused child who was comatose until waking up to becoming a gamma monster, and is lashing out. Hulk has also been a gamma monster for abit by the time of Avengers: Earth's Mightiest Heroes, so he isn't simply a 3-8 yo in an adult gamma monster's body, but someone with only the lived experiences of an abused kid who suddenly got a more developed brain and a monster's physique to have a very destructive tantrum for afew years. In that show specifically however, the amount of seeming social and language development of The Hulk might actually imply Hulk has been in control now and then before the gamma experiment, or maybe the Hulk has just been out for a long while after.
