In the early 1970's, after the Watergate scandal that led to President Nixon resigning his presidency, there were several political thriller "government conspiracy" movies - movies where the protagonist suddenly finds himself in the midst of a vast conspiracy and not knowing who he can trust. Captain America: Winter Soldier pays conscious tribute to that whole genre. Along the banks of the river near SHIELD headquarters, in some shots you can see that actual Watergate Hotel complex of buildings where the initial break-in that set off the whole scandal took place. Robert Redford, who plays Commander Pierce, himself starred in a few of those films in the 70's. He was in "Three Days of the Condor" where a low level CIA agent returns to his small field office after lunch only to find everyone in his office has been murdered and he has to go on the run not knowing who he can trust. He also played Bob Woodward in "All the President's Men", one of the reporters that uncovered the Watergate conspiracy.
